应用型高校制度体系建设问题与改进策略

应用型高校制度体系建设是推进高等学校管理方式改革,完善高校治理模式,提高管理水平的重要保障。应用型高校制度体系包括基本制度、一般制度、具体制度内容层面,同时包括顶层设计、制度制定、制度执行、制度评价的行为层面,共同形成一个立体的、动态的高校制度体系。目前应用型高校制度体系在制度内容、制度设计、制度执行与评价四个维度均存在着一些问题。通过加快理念革新、完善执行制度、强化激励制度、加快信息化建设、建立完整的产教融合制度机制、建立质量评价制度体系等策略改进高校制度体系建设。

The system of application oriented university is an important guarantee to promote the reform of university management mode,improve the university governance mode and improve the management level.The system of application-oriented colleges and universities include basic system,general system and specific system content level.At the same time,it includes the behavior level of top-level design,system formulation,system implementation and system evaluation,forming a three-dimensional and dynamic university system.At present,there are some problems in the four dimensions of system content,system design,system implementation and evaluation.The system construction of colleges and universities can be improved,through speeding up the concept innovation,improving the implementation system,strengthening the incentive system,and speeding up the information construction,establishing a complete system and mechanism of production and education integration,and establishing a quality evaluation system.
