基于建设世界一流工程的工程伦理思考

Engineering Ethics Reflection on World-class Project Construction

本文选取港珠澳大桥岛隧工程管理实践活动中的一系列代表性案例,包括世界最大沉管预制厂选址与建造,人性化工程构建,钢圆筒筑岛创新,气候变化120年外海工程设计风险重评估,以及岛上建筑清水混凝土变更等案例,结合工程哲学的伦理思想与国内外工程伦理理论的研究成果,讨论工程伦理在大型复杂工程项目建设中发挥的作用、规律与应用方法,揭示了“合同+N”、“伦理生态”、“头雁效应”与工匠精神、社会主义核心价值观与工程伦理的内在关联,以及工程伦理对于建设世界一流工程和实现工程建设高质量发展具有的重大现实意义,可为工程师和管理人员提供借鉴,并作为工程伦理理论研究的实践案例。

This paper selects a series of typical cases in the management practice of Island-Tunnel Project of the HongKong-Zhuhai-Macao Bridge,such as the site selection and construction of the largest immersed tunnel element prefabrication factory,the building of a humanization project,the innovation of rapid island forming with steel cylinders,the design risk reassessment of this project designed with 120-year service life withstanding climate change in the open sea,and the change on buildings on the artificial island with fair-faced concrete.Combing the ethic thoughts in engineering philosophy and relevant theory research results at home and abroad,this paper discusses the role that engineering ethics play in large-scale complex engineering project construction,as well as the law and applying method,and reveals the relationship between‘contract+N’,‘ethical ecology’,‘wild goose queue effect’and craftmanship spirit,Core Socialist Values and engineering ethics.The significance of engineering ethics to the construction of world-class engineering projects and to the high-quality development of engineering construction has been highlighted.It serves as a practical case for engineering ethics practice theory research,which engineers and managers can use for reference.
