摘要
为促进节能减排和“双碳”目标的实现,国务院于2011年批准7省(市)开展“碳排放权”交易试点工作。为评估“碳排放权”交易试点政策对区域绿色创新效率的影响,本文利用2004~2019年中国30个省(市、自治区)的面板数据,以双重差分为模型开展回归分析。实证结果显示:“碳排放权”试点省市改革政策有效推动了区域绿色创新效率水平的提升。促进“碳排放权”政策对绿色创新效率的影响在于地方政府效率、数字金融使用深度和地方财政分权水平。“碳排放权”交易政策通过改变能源消费结构和产业结构促进区域绿色创新效率的提升。本文根据实证结果提出国家、区域及企业的建议,为进一步完善全国碳排放权交易市场建设提供启示。
In 2011,The State Council approved seven provinces to carry out pilot projects for trading carbon emission rights in order to promote energy conservation,emission reduction and the realization of“dual carbon”targets.In order to evaluate the impact of carbon emission trading pilot policies on regional green innovation efficiency,this paper uses panel data of 30 provinces(municipalities and autonomous regions)in China from 2004 to 2019 to conduct a differential dual regression analysis.The empirical results show that the pilot reform policy of“carbon emission right”has effectively promoted the improvement of regional green innovation efficiency.The impact of policies promoting“carbon emission right”on the efficiency of green innovation lies in the efficiency of local governments,the depth of digital finance use and the level of local fiscal decentralization.“Carbon emission right”trading policy can promote regional green innovation efficiency by changing energy consumption structure and industrial structure.Based on the empirical results,this paper puts forward suggestions for the country,region and enterprises,and provides enlightenment for further improving the construction of the national carbon emission trading market.
