在农村地区,传统的家庭养老方式受到不断弱化,在此背景下,上门照护服务应运而生。而失能老人在老年群体中是极为弱势的,因而更加需要关注。农村失能老人的养老服务与家庭养老的弱化、家人难以悉心照料与失能老人需求呈现多样化的大背景紧密相关。然而,农村失能老人上门照护服务面临着诸多困境,一是仅仅依靠政府难以满足农村失能老人上门照护服务的需求;二是照护人才的短缺使农村居家上门照护服务受到严重阻碍;三是农村失能老人由于购买能力的限制,也使得上门照护服务难以发展。因此,亟须由政府积极引导,家庭、社区、“三工联动”等多主体形成合力,推动这一事业发展。

In rural areas,the traditional way of family care for the elderly has been weakened.Under this background,home care services came into being.The disabled elderly are extremely vulnerable in the elderly group,so they need more attention.The elderly care services for the disabled in rural areas are closely related to the weakening of family support,the difficulty of family members to take good care of them,and the diverse needs of the disabled elderly.However,home care services for the disabled elderly in rural areas face many difficulties.First,it is difficult to meet the needs of rural disabled elderly home care services only by relying on the government;second,the shortage of nursing talents has seriously hindered home care services in rural areas;Due to the limited purchasing power of the disabled elderly,it is also difficult to develop home care services.Therefore,it is urgently necessary to actively guide the government,and form a joint force among multiple subjects such as families,communities,and“three-industry linkage”to promote the development of this cause.
