在数字革命的冲击下,数字技术和智能算法成为这个时代最具活力的元素。一方面,新型的数字技术在传统的批判思维下背负着数字监控的恶名,认为这是对自由的压制和对人性的抹杀;另一方面,数字技术与政治权力的结合为优化社会治理提供了一条路径,这种结合构建了一幅未来数字治理的美好蓝图。在当代世界的大数据技术推动之下,人被纳入数字化和算法技术的控制下,总体的人口成了政治治理的对象。所以说,数字技术和智能算法正在充当着一个时代不可分割的两个侧面,一个是否定性的侧面,一个是肯定性的侧面。如果仅仅从否定性的视角来研究数字技术的治理问题,势必会形成偏颇,故针对数字治理,在保持批判态度的基础上,也需要一种肯定性的视角,即从肯定性角度重新看待数字治理术下的生命政治问题。

Under the impact of the digital revolution, digital technology and intelligent algorithms have become the most dynamic elements in this era.On the one hand, the new digital technology bears the bad name of digital monitoring under the traditional critical thinking, believing that it is the suppression of freedom and the obliteration of human nature.On the other hand, the combination of digital technology and political power provides a path for more effective social governance.This combination constructs a beautiful blueprint for future digital governance.Driven by the big data technologies of the contemporary world, the overall population has been made the object of political governance by bringing people under the control of digital and algorithmic technologies.Therefore, digital technology and intelligent algorithms are acting as two inseparable sides of an era, one is negative and the other is positive.If we only study the governance of digital technology from the perspective of negativity, it is bound to be biased, that is, the absolute criticism under the pandemic situation will inevitably lead to the chaos of social governance.Thus, for digital governance, on the basis of maintaining a critical attitude, we also need a positive perspective to re-examine the biopolitics under digital governance from a positive perspective.
