城市群高质量发展对当前中国的整体发展具有重要意义。国家在运用行政力量推动长三角一体化的同时,应重视信息技术发展背景下的新生市场力量对一体化的潜在作用。运用“我的打工网”的大数据,可以发现,信息技术的高度发展和充分运用催生了规模经济效应非常明显的新型劳动中介,它起着整合劳动力市场的作用;同时,就业大数据也有助于提供区域乃至全国层面的信息公共品。政策含义是,出于经济一体化的目的,长三角各省市应支持跨省市经营的生产服务平台,减少其跨地区开展业务面临的政策和监管障碍;同时,应鼓励和支持数据产品的开发,为城市群内的企业和政府决策提供具有公共品性质的信息服务。

The high-quality development of urban cluster is of great significance to the overall development of China at present.This paper points out that while the state uses administrative force to promote the integration of the Yangtze River Delta, it should also pay attention to the potential role of the new market forces on integration in the context of information technology development.Using the big data of “www.wodedagong.com”,we find that the high development and full use of information technology has given rise to a new type of labor mediation with significant economies of scale, which plays a role in integrating the labor market.Meanwhile, the employment big data also helps to provide public information at the regional and national levels.The policy implication of this paper is that for the purpose of economic integration, provinces, and cities in the Yangtze River Delta should support production service platforms operating across provinces and cities to reduce the policy and regulatory barriers they face in conducting business across regions;at the same time, the development of data products should be encouraged and supported to provide information services with public goods nature for enterprises and government decisions within the city cluster.
