摘要
本文运用变异系数与泰尔指数两种方法,全面测度2008—2017年长江三角洲(以下简称“长三角”)一市三省各市(区)基本公共教育服务均等化水平,结果显示:安徽、浙江、江苏、上海的基本公共教育服务均等化水平由低到高,区域内部均等化水平亟待提升。分解泰尔指数计算结果后发现,组间差距远超组内差距,即浙东浙西、皖南皖北之间基本公共教育服务均等化水平差异大,导致浙江省与安徽省在长三角基本公共教育服务一体化中扮演了“扯后腿”角色。由此,应从长三角区域一体化发展国家战略要求出发,通过加速长三角教育一体化步伐、创新促进区域间教育资源共享化、统筹完善中央地方专项财政机制设计等途径,加快推进长三角基本公共教育服务均等化。
This paper uses two methods of coefficient of variation and Theil index to comprehensively measure the equalization level of basic public education services in one city,three provinces and cities(districts)in the Yangtze River Delta(hereinafter referred to as“Yangtze River Delta”)from 2008 to 2017.The equalization level of basic public education services in Zhejiang,Jiangsu and Shanghai is from low to high,and the equalization level within the region needs to be improved urgently.After decomposing the calculation results of the Theil index,it is found that the gap between groups far exceeds the gap within the group,that is,there are large differences in the level of equalization of basic public education services between eastern Zhejiang and western Zhejiang,southern Anhui and northern Anhui.The integration of educational services has played a role of“pulling back”.Therefore,starting from the national strategic requirements for the integrated development of the Yangtze River Delta region,we should accelerate the promotion of basic public services in the Yangtze River Delta by accelerating the pace of educational integration in the Yangtze River Delta,promoting the sharing of educational resources between regions,and coordinating and improving the design of the central and local special financial mechanisms.Equalization of educational services.
