乡村振兴背景下农产品冷链物流风险治理对策

Risk governance countermeasures on agricultural products cold chain logistics under the background of rural revitalization

农产品冷链物流的发展对乡村振兴具有十分重要意义,但是农产品冷链物流发展面临诸多风险,制约乡村振兴的发展,因此对乡村振兴背景下农产品冷链物流发展风险问题的研究,具有重要的价值。利用质性研究法对乡村振兴与农产品冷链物流发展互动关系及农产品冷链物流发展风险的负面影响进行分析,基于风险预警、识别、分析、评价、控制等,构建农产品冷链物流风险防控模型。结果表明①乡村振兴与农产品冷链物流协调互动发展加速城乡融合发展。②农产品冷链物流发展风险带来的负面影响严重制约乡村振兴的进程。这表明乡村振兴背景下农产品冷链物流发展抗风险能力亟待加强。最后,从政府、行业协会、企业、冷链从业人员方面提出相应的风险治理对策。

The development of agricultural products cold chain logistics is of great significance to rural revitalization,but the development of agricultural products cold chain logistics faces many risks,which restricts the development of rural revitalization.Therefore,the research on the development risk of agricultural products cold chain logistics under the background of rural revitalization is of great value.Using qualitative research method,this paper analyzes the interactive relationship between rural revitalization and the development of agricultural products cold chain logistics and the negative impact of risks in the development of agricultural products cold chain logistics.And then the paper builds a risk prevention and control model of agricultural products cold chain logistics based on risk early warning,identification,analysis,evaluation and control,etc.The results show that:①The coordinated and interactive development of rural revitalization and agricultural products cold chain logistics accelerates the integrated development of urban and rural areas.②the negative impact of the development risk of agricultural products cold chain logistics seriously restricts the process of rural revitalization.This shows that the anti risk ability of agricultural products cold chain logistics development needs to be strengthened under the background of rural revitalization.Finally,the paper puts forward corresponding risk governance countermeasures from the aspects of government,industry associations,enterprises and cold chain practitioners.
