全面推进乡村振兴战略的三重逻辑与实践路径

The Triple Logic and Practice Path of Comprehensively Promoting Rural Vitalization

中国共产党成立百年来一直高度重视“三农”问题。2020年底召开的中央农村工作会议强调,在脱贫攻坚取得全面胜利后,我国“三农”工作重心发生历史性转移,即全面推进乡村振兴战略。这对于开启全面建设社会主义现代化国家具有重要理论价值和现实意义。全面推进乡村振兴战略具有三重逻辑,理论逻辑是马克思主义经典作家和中国共产党人的农业、农村、农民思想,历史逻辑是中国共产党百年来“三农”工作的接续探索,现实逻辑是时代发展内在需要。全面推进乡村振兴,要以乡村振兴关系民族复兴为战略地位、以脱贫攻坚取得全面胜利为时代基础、以社会主要矛盾发生转变为时代背景、以世界百年未有之大变局为国际环境,同时以加快富民产业建设为重点、加强基层组织建设为保障、加强精神文明建设为动力、加快公共服务建设为基础、加强生态文明建设为支撑作为新发展阶段的实践路径。

The CPC has always attached great importance to"agriculture,rural areas and farmers".The 2020 Central Conference on Rural Work stressed that after the comprehensive victory in poverty alleviation,the focus of China's work related to agriculture,rural areas and farmers has undergone a historic shift,namely,the comprehensive promotion of rural revitalization.This is of great theoretical value and practical significance for the comprehensive construction of a modern socialist country.The comprehensive promotion of rural revitalization stratagy has three logics.The theoretical logic is the thought of agriculture,countryside and peasants of Marxist classical writers and Chinese Communists.The historical logic is the continuous exploration of the CPC's work on"agriculture,rural areas and farmers"in the past hundred years.The realistic logic is the internal need of the development of The Times.To comprehensively promote rural vitalization stratagy,we should take rural vitalization as our strategic position in relation to national rejuvena tion,take the comprehensive victory in poverty alleviation as the foundation of our times,take the trans formation of major social problems as the background of our times,and take major changes unseen in the world in a century as the international environment.At the same time,the practice path of the new stage of development is to accelerate the construction of industries to enrich the people,strengthen the construction of grassroots organizations as the guarantee,strengthen the construction of spiritual civilization as the power,accelerate the construction of public services as the basis,strengthen the construction of ecological civilization as the support.
