人口老龄化给我国社会养老服务带来严峻挑战,传统养老模式向社区居家养老模式的过渡是新时代我国养老服务的必然选择。社区居家养老服务的关键在于正确界定多元主体角色和具体职能,形成主体间协同治理格局,构建起良性的伙伴关系。政府充当监督者角色,积极引入市场和社会力量参与,倚赖社区养老服务平台吸聚资源,凸显出市场主体专业优势。多元协同治理下社区居家养老服务建设的具体进路在于培育自主性养老服务供给主体,探索社区居家养老服务社会化并提供市场化服务方式,从而推动多元主体服务包容性发展。
