摘要
河湖长制实施绩效考核是检验河湖长制工作成效的重要措施,是督促各级河长履职尽责的重要手段,也是对考核对象问责或激励的重要依据,具有重要意义。本文基于河湖长制有关政策分析和实践调查,详细分析了河湖长制考核主体和对象、考核内容和指标、考核方法和实施,介绍了典型省、市的经验做法,并阐述了加强河湖长制考核的几点认识和思考。
The performance assessment of the implementation of the river and lake chief system is an important measure to test the effectiveness of the system,and to urge river chiefs at all levels to perform their duties.It is also a basis for accountability or incentives of the objects of the assessment.Based on the policy analysis and field surveys of the river and lake chief system,this paper analyzes in detail the assessment subjects and objects,assessment content and index,assessment methods and implementation of the river and lake chief system.It also introduces the practice and experience of typical provinces and cities,and expounds some thoughts and recommendations on strengthening the assessment of the river and lake chief system.
