中国水利发展进入新阶段及其战略含义

Strategic implication of the new stage of China’s water conservancy development

经过新世纪以来20多年的快速发展,中国国情水情发生了深刻变化。当前,中国水利已经站在新的历史起点上,进入“水利全面协调发展期”。中国水利发展的新阶段呈现出一系列新的特征,特别是大部分水利发展指标进入快速增长的末期,同时初步建成了现代水治理体系。这一转变具有重要战略含义,说明我国治水矛盾已经发生重要转化,要求水利工作积极转换动能,通过提质升级推动水利高质量发展。

After more than 20 years of rapid development since 2000,fundamental transformation has taken place in the national water situation of China.At present,China’s water conservancy has stood at anew historical starting point and entered a stage of“comprehensive and coordinated development”,presenting a series of new characteristics.It is near the end of a rapid upward growth trend of most of our water conservancy development indicators,and at the same time,a modern water governance system has been preliminary set up.This transformation has important strategic implications,indicating a major change of contradiction of water governance in China.This means that water conservancy work need to adjust its own direction to promoting high-quality development through quality improvement and upgrading.
