党领导经济社会发展的历史进程和经验——从“一五”到“十四五”

Historical Process and Experience Enlightenment of the Party Leading Economic and Social Development——From the First Five-Year Plan to the Fourteenth Five-Year Plan

党的十九届五中全会提出把坚持党的全面领导作为“十四五”时期实现社会经济高质量发展的第一原则和根本保证,强调坚持和完善党领导经济社会发展的体制机制。从“一五”到“十四五”,根据党和国家所面临的不同发展条件、历史阶段和党领导经济社会发展的实际情况,将党领导经济社会发展的历程分为初创与借鉴、探索与挫折、整顿与改革、深化与完善、成熟与巩固五个阶段。党领导经济社会发展的基本经验:沿着社会主义道路推进经济社会改革,通过党的建设保障经济社会建设,坚持以人民为中心推动经济社会发展。党领导经济社会发展的历程留下了宝贵的历史经验的同时也带来了丰富的现实启示,即进一步完善党对经济社会发展的领导,应当坚持党全面领导经济社会发展的原则、完善党领导经济社会发展的体制机制、及时总结党领导经济社会发展的方法论。

The Fifth Plenary Session of the 19 th Central Committee of the CPC proposed to adhere to the overall leadership of the Party as the first principle and fundamental guarantee for achieving high-quality social and economic development during the 14 th Five-Year Plan period,emphasized adhering to and improving the system and mechanism of the Party’s leadership of economic and social development.From the“First Five-Year Plan”to the“Fourteenth Five-Year Plan”,according to the different development conditions,historical stages and the actual situation of the Party-led economic and social development,the process of the Party-led economic and social development is divided into five stages:start-up and reference,exploration and frustration,rectification and reform,deepening and improvement,maturity and consolidation.Advancing economic and social reform along the socialist road,safeguarding economic and social construction through Party building,and adhering to the people-centered principle of promoting economic and social development,the process of economic and social development led by the Party has left valuable historical experience and brought rich practical enlightenment.To further improve the Party’s leadership over economic and social development,we shall adhere to the principle of the Party’s overall leadership over economic and social development,improve the system and mechanism for the Party’s leadership over economic and social development,and timely summarize the methodology of the Party’s leadership over economic and social development.
