随着信息技术发展、互联网普及、数据海量集聚,以及国家数据治理体系和治理能力现代化的持续推进,卫生健康统计数据治理成为重要的政策议题。本文梳理了卫生健康统计数据的主要特征、管理体系和主要内容,提出“支撑因素—治理主体—产出结果”的卫生健康统计数据治理框架,并对数据治理重点内容从健全支撑因素、完善治理主体、提升治理结果应用等方面进行了详细剖析,指出数据治理主体是开展卫生健康中国建设国家战略要求实现全人群全生命周期健康管理,医疗机构高质量发展、区域医疗资源整合共享、公共卫生服务与医疗服务深度融合、优质医疗资源下沉共享等均离不开全面、准确、及时的卫生健康数据支持,卫生健康数据治理得到行业广泛重视,成为行业研究热点。

With the development of information technology,the popularization of the internet,the accumulation of massive amounts of data,and continuous advancement of the modernization of the national governance system and governance capabilities,the governance of health data has become an important policy issue.This paper sorts out the main features,management system and main contents of health statistics data in China,puts forward a health statistics data governance framework of"supporting factors-governance subjects-output results",and makes a detailed analysis of the key contents of data governance from the aspects of improving supporting factors,improving governance subjects,and enhancing the application of governance results.It points out that the data governance subject is the core of health statistics data governance,and the key is to establish a data governance mechanism to standardize the organizational structure,data scope and safeguard measures.In view of the basic conditions and management needs,it is almost time to formally implement health statistics data governance.
