全面发展人民民主的复合结构与战略选择

The Compound Structure and Strategy of Fully Developing People’s Democracy

中国的改革开放逐渐由中心走向全面,由“一个中心,两个基本点”出发,从“三者有机统一”走向“四个全面”“五位一体”。在这一发展过程中,人民民主也逐渐走出了一条全面发展的道路,并在中国特色社会主义新时代越来越体现出全面发展的趋势。在全面发展的过程中,人民民主在主体上体现为党的领导与人民当家作主的复合,并以此为中心形成了复合结构;在过程上表现为民主选举、民主协商、民主决策、民主管理与民主监督等过程的复合,体现为全过程人民民主。全面发展人民民主必须注重运用整体性、系统性、协调性的全面思维,正确处理人民民主与党的领导的关系、人民民主与法治的关系、人民民主与以人民为中心的关系。

China’s reform and opening up gradually moved from the center to the comprehensive,and experienced the development process of“One Central Task and Two Basic Points”,“Three Organic Integration”,“Four-Pronged Comprehensive Strategy”and “Five-sphere Integrated Plan”.In this process,people’s democracy has gradually embarked on a path of all-round development,and has increasingly embodied the trend of all-round development.In the process of all-round development,people’s democracy is manifested in the main body as the compound of the party’s leadership and the people’s being master of the country,and a compound structure is formed with this as the center;in the process,it is manifested as the compound of democratic elections,democratic consultations,democratic decision-making,democratic management and democratic supervision,is embodied in the whole process of people’s democracy.To fully develop people’s democracy,we must pay attention to the relationship between people’s democracy and the party’s leadership,between people’s democracy and the rule of law,between people’s democracy and the people-centered relationship,and strengthen the way of overall,systematic,and coordinated thinking.
