数字经济全球化下我国集成电路产业安全与可持续发展

The Security and Sustainable Development of China’s Integrated Circuit Industry under the Globalization of Digital Economy

全球集成电路产业历经三次产业中心转移,已形成全球分工明确及高度专业化,空间聚集,高投入、高技术、高利润、强垄断的产业特征,但是也存在寡头企业垄断、地理集中度过高、产业短期调整弹性低等安全风险。我国虽然是全球集成电路产业的最大消费市场,但面临产业供需失衡、自主研发能力弱、人才短缺等现状,应基于集成电路产业特征实现安全可持续发展。

Having undergone three rounds of shift of industrial center, the global integrated circuit industry is now characterized by a clear global division of labor, high specialization, spatial agglomeration, massive investment, high technology, huge profit and strong monopoly. However, there are also security risks such as oligopoly, high geographical concentration and low shortterm adjustment flexibility of the industry. Although China is the largest consumer market of the global integrated circuit industry, it is facing the current situation of imbalance between industrial supply and demand, weak independent R&D ability and shortage of human resources. This article holds that China should realize safe and sustainable development of the integrated circuit industry based on its characteristics.
