国际重新犯罪率数据比较初探

Comparative Research of International Recidivism Rates

根据现有最新资料,从当前全球已报告重新犯罪率数据的国家来看,主要针对监狱释放人员和社区矫正解矫人员两类对象开展重新犯罪率统计,所采用的具体衡量指标包括重新逮捕率、重新定罪率和重新监禁率。比较结果显示,监狱释放人员的重新逮捕率大于重新定罪率,重新定罪率大于重新监禁率;社区矫正解矫人员重新犯罪率低于监狱释放人员;与国外相比,我国监狱释放人员重新犯罪率明显较低。鉴于包括重新犯罪率统计在内的重新犯罪问题调查在科学有效预防和减少重新犯罪中的基础性作用,应充分认识开展重新犯罪问题调查的重要性,统一重新犯罪问题调查的相关标准,深化重新犯罪问题调查研究。

According to the latest information, recidivism rates in individuals receiving prison or community sentences are the most popular approaches in the countries that have reported recidivism rates, and the measurement indicators include the re-arrest rates, re-conviction rates and re-imprisonment rates. The comparative study shows, the re-arrest rates in released prisoners are greater than the re-conviction rates, and the re-conviction rates are greater than the re-imprisonment rates;in addition, the recidivism rates in individuals receiving community sentences are lower than that of the released prisoners;finally, compared with foreign countries, the recidivism rates in China are at a significantly lower level. In consideration of the fundamental role of recidivism investigation in preventing and reducing recidivism, we should fully aware of the importance of carrying out of recidivism investigation, unify the relevant standards of recidivism investigation, and go deep into the research of recidivism.
