长三角一体化战略下司法鉴定技术标准战略联盟模式探索

Exploration of the Alliance Model of Forensic Science Standards under the Integration Strategy of the Yangtze River Delta

长三角司法鉴定技术标准战略联盟不仅可以推动长三角区域技术操作类标准实施时的一致性和精准性,确保长三角“三省一市”司法鉴定的顺畅进行,还可以发挥长三角在长江经济带司法鉴定协同发展中的带头作用,进而推动全国性司法鉴定标准统一,具有可行性和现实意义。不同于其他技术标准联盟组织,长三角司法鉴定技术标准战略联盟具备司法鉴定和技术标准双重特色。通过对比一般技术标准联盟组织,并借鉴欧盟法庭科学联盟的组织机构设置,长三角司法鉴定技术标准战略联盟由司法部公共法律服务局主导,长三角三省一市各地公共法律服务局、司法鉴定协会、司法鉴定机构及高校科研机构人员组成;组织机构可设置为理事会、秘书处、3个工作委员会、11个专家委员会。

The Yangtze River Delta Judicial Appraisal Technical Standards Strategic Alliance can not only promote the consistency and accuracy of the implementation of technical operating standards in the Yangtze River Delta region, and ensure the smooth progress of judicial appraisal in the three provinces and one city of the Yangtze River Delta, but can also promote the uniformity of national judicial authentication standards through playing the leading role of the Yangtze River Delta in the coordinated development of forensic identification in the Yangtze River Economic Zone.Different from other technical standard alliance organizations, the Yangtze River Delta Judicial Appraisal Technical Standards Strategic Alliance has the dual characteristics of judicial appraisal and technical standard alliances. By comparing the general technical standards alliance organization and learning from the organizational structure of the European Network of forensic Science Institutes, it is proposed that the Yangtze River Delta Judicial Expertise Technical Standards Alliance can be led by the Public Legal Service Bureau of the Ministry of Justice, and be composed of personnel from public legal service bureaus, judicial authentication associations, judicial authentication institutions and university scientific research institutions in the Yangtze River Delta region, and the organization can be set up as a council, a secretariat, 3 working committees, and 11 expert committees.
