摘要
改善公共服务设施的配置对发展租赁市场和实现租购同权具有重要意义。文章选取交通、教育、医疗、生活和景观五类设施,研究公共服务设施的可达性、集聚度和质量对杭州市住宅租赁价格的资本化效应。发现:“行与食”相关的设施作用最大,提高地铁的可达性、集聚度以及增加各种类的餐馆密度能促进溢价;相对普通公共服务设施,租金对优质资源更敏感,租户愿意为三甲医院、A类景观这类“高品质设施”承担更高的居住成本;租金对“学区房”不敏感,反映了教育权的公平性问题。
Improving the allocation of public service facilities play a crucial role in developing the leasing market and realizing the co-right of the rental and home-ownership housing market. The research studies the capitalization effect of the accessibility, agglomeration, and quality of five categories of public service facilities: transport, schools, hospitals, restaurants, and landscape on the residential rental price in Hangzhou City. Research findings:The facilities related to "basic necessities of transportation and food" played the most critical role. Increasing the accessibility and agglomeration of the subway and the density of different types of restaurants can promote the price premium. Compared with common public service facilities,rent is more sensitive to high-quality resources, and tenants are willing to shoulder higher living costs for "high-quality facilities" such as Class-3A hospitals, Class-A landscapes. The rent is not sensitive to the effect of "school district housing", which reflects the inequity of the right to education.
