Conceptual Thinking on the Dynamic Mechanism of Community Governance

社区是进入工业化阶段之后人类社会的重要社会组织形式。国家以建立现代治理体系为目标推动社区治理结构的完善,成为社区治理外生动力的主要来源;社会个体则以优化社区作为“生活共同体”功能的诉求为基点,逐渐建构出社区治理的内生动力。以社区社会资本为关键媒介,消除上述两种治理动力之间的张力进而实现二者成功耦合,提升社区治理绩效,是社区治理制度建构与优化的基本目标,也是社会治理体系建设的重要内容。

Community is an important social organization form of human society after entering the stage of industrialization.With the goal of establishing a modern governance system,the government promotes the improvement of community governance structure and becomes the main source of exogenous power of community governance.Individuals gradually construct the endogenous driving force of community governance based on the demand of optimizing the function of community as“life community.”Taking community social capital as the key medium to eliminate the tension between the above two governance forces so as to realize the successful coupling between them and improve the performance of community governance is not only the basic goal to construct and optimize community governance system,but also an important content to construct social governance system.
