摘要
东盟为了实现地区高等教育的一体化发展,在地区组织的引领下,各国政府开始在行政与学术治理领域施行多种举措来促进地区高等教育高质量发展。行政治理领域开始由政府主导向政府监控转变,并鼓励高等教育机构施行类企业化管理模式。在学术治理领域,通过地区组织搭建多渠道政策对话平台、建设区域协同的高等教育质量保障框架、举办区域组织引领的试验性教学交流活动、构建区域组织主导的治理经验交流机制等方式促进地区高等教育学术治理的发展。东盟的高等教育治理实践为我国高等教育治理提供了深化“放”与“管”的平衡关系、坚持外部治理与内部治理协同发展、实现共同治理与个性治理相结合的经验启示。
In order to realize the integrated development of regional higher education,under the guidance of regional organizations,governments of various countries have begun to implement various measures in the field of administrative and academic governance to promote the high-quality development of regional higher education.The field of administrative governance has begun to change from government leading to government monitoring,and encouraged higher education institutions to implement the enterprise management model.In the field of academic governance,the development of regional higher education academic governance has been promoted by building a multi-channel policy dialogue platform,developing a regional collaborative higher education quality assurance framework,holding experimental teaching exchange activities led by regional organizations,and proposing a governance experience exchange mechanism led by regional organizations.The practices of ASEAN′s higher education governance have provided experience and implication for China′s higher education governance in terms of deepening a balanced relationship between"streamline administration"and"delegate powers",adhering to the coordinated development of external governance and internal governance,and realizing the combination of common governance and individual governance.
