摘要
2014年8月,北京市在所属医疗卫生机构全面推进卫生管理研究专业技术职务任职资格考试与评审工作以来,打通了卫生管理岗位人员的晋升通道,解决了管理岗位人员的待遇问题,稳定了医院的管理队伍。通过考试、答辩、评审等晋升程序促进了该岗位人员主动学习现代医院管理技术的积极性,激发了他们深剖细研医院管理问题的自觉性,为首都新医改工作的顺利进行提供了有力的保障。同时也发现该职称体系存在着晋升人员岗位界定不统一,管理岗位未能单独核定,挤占卫生专业技术系列的岗位职数,缺乏统一的、专业的继续教育项目,晋升后没有配套的考核、薪酬体系等问题。为了更好地发挥职称晋升的作用,本文提出了完善岗位设置、健全继续教育项目、细化配套绩效体系等建议。
Since August 2014,Beijing has comprehensively promoted the qualification examination and evaluation of professional and technical positions in health management research in its affiliated medical and health institutions,the promotion channel has opened up for health management personnel,the treatment problem has been solved,and the management team of the hospital has been stabilized.The promotion procedures,such as examination,defense and evaluation,on which the personnel′s initiative on modern hospital management technology was actively motivated,and their consciousness of in-depth study on hospital management issues has been motivated,provided a strong guarantee for the smooth progress of the new medical reform in Beijing.At the same time,it also founds that there are some problems in the professional title system,such as the disunity of the position definition,the failure of independent verification of management positions,the crowded number of health professional and technical positions,the lack of unified and professional continuing education programs,and short of supporting assessment and salary system after promotion.Therefore,to make the promotion of professional title play an active role,this essay puts forward suggestions on improving the post setting,developing the continuing education program,and refining the supporting performance system,etc.
