摘要
金顶回人制度的实施,旨在解决伯克世袭制废除后南疆基层伯克培养选拔问题,其制度核心是金顶回人选任与基层伯克培养。通过严格限定金顶回人来源与拣选标准、额缺与选任方式,严格践行金顶回人学习差遣与补授伯克之制,清朝试图将基层伯克培养与选拔有效结合。
The implementation of Jinding Huiren(金顶回人) system aimed to solve the problem of cultivating and selecting grassroots Begs in the South of Xinjiang after Beg hereditary system was abolished during the Qing Dynasty.The core of the Jinding Huiren system is the selection of Jinding Huiren and the cultivation of grassroots Begs.The Qing Dynasty tried to effectively combine the cultivation and selection of grassroots Begs by strictly restricting the source,selection criteria as well as the quota and selection ways of Jinding Huiren,and by strictly practicing the system of learning and Beg-nominating.
