美英澳“三边安全伙伴关系”作为美国推动建立的重要地缘战略工具,具有全球与区域双重属性。在全球层面,“三边安全伙伴关系”重申并强化了美国的“海洋原则”,意图以“海权联盟”的“小多边”体系克服“集体行动困境”,重塑美国全球霸权的内核;此举在核不扩散规范方面持双重标准,将对全球军控体系构成挑战。在“印太”区域层面,“三边安全伙伴关系”作为美国围堵中国崛起的核心抓手,引入英国及其全球地缘资产,强化在“印太”地区的霸权护持,并与该地区既有联盟机制相互协调,分别在军事尖端科技、政治联盟与安全协作、情报共享领域维护美国在“印太”地区的霸权地位。“三边安全伙伴关系”的建立,不仅强化了澳大利亚海军的作战能力与威慑力,而且大幅提升了其在美国全球与地区联盟体系中的地位。

As a brand-new geostrategic tool created by the United States,AUKUS is of great significance at both global and regional level. At the global level,AUKUS marks the reinstitution of the “maritime principle”in constructing a “mini-lateral sea power alliance ” and reshaping the cornerstone of the U. S. global dominance. Nevertheless,its manifest “dualstandard” of non-proliferation would bring disorder to international arms control. For the Indo-Pacific region,AUKUS has engaged UK in containing China and coordinated with the U. S. local alliance as supplements to the QUAD and FVEY,maintaining the geopolitical and technological-economic dominance of the U. S. in the region. In the long run,AUKUS would boost the operational capability of the Australia navy and as well improve the U. S.status in both its global and regional alliance system.
