摘要
研究目标:探讨政务服务信息化对企业创新行为的影响,重点研究利用信息技术优化制度环境所带来的微观经济效果。研究方法:借助“互联网+政务服务”试点建设的准自然实验识别政务服务信息化对微观企业创新带来的效应。研究发现:“互联网+政务服务”建设促进了企业的创新产出,其机制是使得企业对于研发投入和交易性投入的平衡在更大程度上选择向前者倾斜,此外政务服务信息化建设的作用效果需要一定的知识产权保护作为保障,并主要体现在信用环境水平较低的地区。研究创新:将现代信息技术纳入了企业创新的制度激励分析当中,并从政府视角丰富了互联网使用推动创新活动的研究。研究价值:为我国“互联网+政务服务”建设试点的效果提供参考。
Research Objectives: This paper discusses the impact of government service informatization on enterprise innovation behavior, focusing on the microeconomic effect of using information technology to optimize the institutional environment. Research Methods: With the pilot project of “The Internet Plus Government Services Initiative”, we identify the real effects of e-government services on micro enterprises. Research Findings: Results show that the construction of “The Internet Plus Government Services Initiative” has promoted the innovation output of enterprises. The mechanism is that the balance between R&D investment and transaction input is more inclined to tilt towards the former. Moreover, the effectiveness of government service informatization construction needs certain level of intellectual property protection as a guarantee and it is mainly reflected in the low credit environment level. Research Innovations: This paper incorporates modern information technology into the institutional incentive analysis of enterprise innovation, and enriches the research on Internet use promoting innovation activities from the perspective of the government. Research Value: The paper provides reference for the effect of pilot project of “The Internet Plus Government Services Initiative” in China.
