Piloting China-CEEC Cooperation with Pragmatism and Innovation

中国—中东欧国家合作已经走过九个年头,取得的成绩有目共睹。但在百年未有之大变局下,中国与中东欧国家关系也正在经历诸多挑战和冲击。2022年是中国—中东欧国家合作机制创建十周年,我们回首这十年历史、展望未来,是为了把握机遇、迎接挑战、再创辉煌。一中国的对外政策选择和实践新中国成立以来,中国政府始终高举和平、发展、合作、共赢的旗帜,不断探索和实践具有中国特色的国际和地区合作之道。

As one of the important components of China-Europe relations,China-CEEC cooperationhas set up a platform for the deep-going dialogues and exchanges between China and Eu-rope,which has exerted positive effects on the deepening of China-EU Comprehensive Stra-tegic Partnership.Remarkable fruits have been achieved after the establishment of theChina-CEEC cooperation mechanism:1)Practical cooperation has promoted the expansionof economic and trade relations;2)People to people exchanges have consolidated the foun-dation for better understanding;3)Institutional innovation has upgraded the function of thespecialized platform to provide services;and 4)Policy alignment has released new poten-tials.However,there still exist a variety of challenges to China-CEEC cooperation:1)TheUS has intensified its intervention in the CEEC;2)Some Europeans have coined the socalled China’s practice of“dividing Europe”and claim that China-CEEC cooperation isdetrimental to the EU’s concerted foreign policy;3)The geopolitics in Eurasia is extraordi-narily complicated and the CEECs are vulnerable to the influences of US and European pow-ers;and 4)Great differences and divergences exist as to the national interests,cooperationwillingness and domestic situations among the CEECs.In order to overcome the unprece-dented challenges,solidarity and cooperation is needed.
