水利工程移民投资型补偿方案研究

Study of investment-type compensation scheme for resettlement of water conservancy project

以某水库移民工程为例,分析移民项目现行补偿方案存在的问题,结合项目特点将投资型补偿模式应用于该移民项目,对项目补偿方案进行优化,提出了投资型补偿实施方案。结果表明,投资型补偿方式能够在保障移民权益的同时,兼顾政府和项目业主的利益。同时对区城社会和谐及生态环境产生较为积极的影响。

Taking a reservoir resettlement project as example, the author analyzes the problems existing in the current compensation scheme, applies the investment-type compensation mode in combination with the characteristics of the project, optimizes the project compensation scheme, and puts forward the implementation scheme of investment-type compensation. The results show that investment-type compensation mode can protect the rights and interests of immigrants while taking into account the interests of the government and project owners, and having a positive impact on the regional social harmony and ecological environment.
