特大城市军民融合公共卫生应急物资供应链保障体系构建研究

Study on the Construction of Supply Chain Support System of Military Civilian Integrated Public Health Emergency Materials in Metropolis

当突发公共卫生事件的时候,对于人口众多、结构复杂的特大城市而言,高效的应急物资保障体系对于保护人民群众的生命健康、保证社会稳定具有重要的作用。针对突发公共卫生事件暴发时特大城市存在的救援物资保障短板问题,文章从军民融合视角对公共卫生应急物资供应链保障体系进行了构建。首先,对应急供应链、军民融合等概念进行界定;其次,将军民融合公共卫生应急供应链保障体系划分为军民融合供应链协同辅助系统、军民融合应急物资供给系统、军民融合供应链大数据支持系统;最后,从顶层设计、应急法规建设、应急大数据智慧中心组建、应急人才培养四个方面提出了对策建议。

Research on the construction of the supply chain support system of military civilian integrated public health emergency supplies in large cities when public health emergencies occur,for large cities with large population and complex structure,an efficient emergency supplies support system plays an important role in protecting people s life and health and ensuring social stability.In order to solve the problem of short supply chain of relief materials in big cities,this paper constructs the supply chain support system of public health emergency materials from the perspective of civil military integration.Firstly,the concepts of emergency supply chain and civil military integration are defined;Secondly,the public health emergency supply chain support system of civil military integration is divided into three parts:civil military integration supply chain coordination auxiliary system,civil military integration emergency material supply system,civil military integration supply chain big data support system.Finally,countermeasures and suggestions are put forward from four aspects:top-level design,construction of emergency laws and regulations,establishment of emergency big data intelligent center,and training of emergency talents.
