乡村振兴背景下现代农业示范区规划策略探索

Exploration on the planning strategy of modern agricultural demonstration area under the background of rural revitalization

乡村振兴的根本在于产业振兴,而现代农业示范区是农业产业的高级形式,是乡村产业振兴的引擎阵地。面对“融合度低、小而不优、用地严控、业态同质”的现实发展困境,提出“明晰产业、结构优化、空间集聚、分类分策”四大规划策略,引导现代农业示范区产业、功能、用地合理发展,协调各政府部门、各街乡、企业、村民的发展诉求,合理引导乡村振兴。

The root of rural revitalization lied in industrial revitalization, and the modern agricultural demonstration area was the advanced form of agricultural industry and the engine position of rural industrial revitalization. Facing the realistic development dilemma of “low degree of integration, small but not excellent, strict control of land use and homogeneous business format”, this paper put forward four planning strategies of “clarifying industries, optimizing structure, spatial agglomeration and classified policies”, guided the rational development of industries, functions and land use in modern agricultural demonstration areas, coordinated the development demands of various government departments, streets and townships, enterprises and villagers, and reasonably guided the revitalization of villages.
