土地流转与农户贫困脆弱性研究--基于新疆南疆地区1640户农户调查实证

Research on land transfer and farmers poverty vulnerability: Based on theempirical study of 1640 farmers in Southern Xinjiang

基于新疆南疆深度贫困地区1640户农户调查数据,通过贫困脆弱性测量模型和倾向得分匹配法(PSM)实证研究土地流转对农户贫困脆弱性的影响,并进一步采用中介效应模型对土地流转的作用机理进行实证检验。研究发现:参与土地流转可使农户贫困脆弱性降低0.016;从不同的流转类型来看,土地转出使得农户贫困脆弱性降低0.033高于土地转入的0.019;不同转入规模之间也存在明显差异,其中大规模转入使得农户贫困脆弱性降低0.031高于小规模转入的0.015。机理分析结果表明,土地流转主要通过提高农户收入水平和收入稳定性进而起到降低农户贫困脆弱性的效果。因此,政府部门应该积极推进土地流转,同时针对不同类型的农户,要采取差异化的政策措施,以充分发挥土地流转的减贫效应。

Based on the survey data of 1640 farmers in the deep poverty areas of Southern Xinjiang,the impact of the land transfer on the poverty vulnerability of farmers was studied using the poverty vulnerability measurement model and the propensity score matching method(PSM).Moreover,the mediating effect model was used to conduct empirical tests on the mechanism of land transfer.The results show that land transfer can reduce the poverty vulnerability of farmers by 0.016.From the perspective of different transfer types,renting-out reduces poverty vulnerability by 0.033,which is higher than that of renting-in by 0.019.There are also significant differences among different rent-in scales,among which large-scale transfer reduces poverty vulnerability by 0.031,which is higher than that of small-scale transfer by 0.015.The result of the mechanism analysis shows that land transfer can reduce farmers poverty vulnerability mainly by improving their income level and income stability.Therefore,the government should actively promote land transfer and adopt differentiated measures for different farmers to give full play to the poverty reduction effect of land transfer.
