2016年12月,全国召开高校思想政治工作会议,习近平总书记在会议中首次提出了“育新人是高校思想政治工作的根本任务”的观点,强调要“实现全员全过程全方位育人”。此文从“三全育人”体制机制背景出发,以问题为导向,讨论建立健全“三全育人”体制机制在大学生思想政治工作中的重要性和必要性。将以分析青年大学生的群体特点为逻辑起点,进而分析提出建立健全“三全育人”体制机制的可行性措施,为学校“三全育人”建设以及大学生思想政治教育工作建言献策,充分把中国特色大学治理体系的优势转化为高校治理的效能。

In December 2016,a conference on ideological and political work in colleges and universities was held nationwide.At the conference,General Secretary Xi Jinping first put forward the view that“education of newcomers is the fundamental task of ideological and political work in colleges and universities”,emphasizing the need to“realize all-round education for all employees.”This article intends to start from the background of the“three-all-education”system and mechanism,and to discuss the importance and necessity of establishing and perfecting the“three-all-education”system in the ideological and political work of college students.The logical starting point will be to analyze the group characteristics of young college students,and then analyze and put forward feasible measures to establish and improve the system and mechanism of the“three-all-education”,and provide suggestions for the construction of the school's“three-all-education”and the ideological and political education of college students.The advantages of the university governance system with Chinese characteristics are transformed into the efficiency of university governance.
