Construction and Development of the Second Tier LNG Terminal Station Project

目前中国国内LNG(液化天然气)接收站主要以“第一梯队”(中国石油天然气集团有限公司、中国石油化工集团有限公司、中国海洋石油集团有限公司、国家石油天然气管网集团有限公司(简称国家管网))为建设和运营主体,伴随油气体制改革和市场化进程加快,国内涌现出一批建设LNG接收站、谋求自主进口LNG的“第二梯队”企业。通过梳理和研究第二梯队LNG接收站项目建设和发展趋势,认为现有第二梯队LNG接收站运营情况有所分化,新建项目投资与运营模式呈现多元化趋势,项目数量和建设进程加快;建议同类项目作好投资计划与LNG资源匹配,寻求与国家管网和天然气交易中心开展合作,提升项目储气调峰功能和岸线利用效率,扩充人才储备,提升项目建设运营管理水平。

At present,the“first tier”(China National Petroleum Corporation,Sinopec Group,China National Offshore Oil Corporation,National Petroleum and Natural Gas Pipeline Group Corporation(PipeChina for short))is main body of the construction and the operation of China’s domestic LNG Terminal station.With the reform of the oil and gas system and the acceleration of market process,there emerged a series of the“second tier”companies in an effort to build LNG(liquefied natural gas)terminal station and pursue imported LNG independently.By streamlining and studying the development and trend of the second tier LNG terminal station projects,it is believed that the operation of the existing second LNG terminal station is diversified.The investment and operation model regarding the newly built projects become diverse with more projects and accelerated process;it is suggested that the same kind of projects should have the investment plan and the matched LNG resources,so as to seek cooperation with PipeChina and SHPGX.In this way,we can upgrade the function of gas storage and peak adjustment and the utilization efficiency of shoreline,expand the talent reserve,and improve the construction and operation management level of the project.
