基层治理体系中社区居委会的角色定位研究

社区居民委员会在基层治理中占据着重要地位,随着社会治理不断变革、网格化管理进一步发展,社区居委会由于直接选举的普及存在局限性、内部组织构成偏向科层化、自治事务被边缘化、主体多元导致治理分化等因素使得其自治角色在理论与实践之中产生偏差。为贯彻宪法精神充分发挥居委会的价值,从法律保障、民主选举、组织构成、增权赋能、理顺治理主体关系等方面着手重塑居委会自治组织的角色,摒弃二元对立的思想注重各主体之间的良性互动,协调网格化管理与社区自治的平衡,以达到切实发挥社区居委会依法处理社区事务、维护居民社会利益、稳定基层秩序的治理目的。

The community residents committee plays an important role in grassroots governance,with the continuous reform of social governance and the further development of grid management,the community residents committee has a deviation in its autonomous role in theory and practice due to the limitations of the popularization of direct election,the internal organization structure tends to be bureaucratic,the autonomy affairs are marginalized,and the diversification of main bodies leads to the differentiation of governance.To implement the spirit of the constitution give full play to the value of the residents' committees,from the legal protection,democratic elections,tissue,increases the power energized,the relationship between the governance body reshaping the aspects such as residents' committees self-government organizations,the role of abandon the idea of binary opposition pay attention to the positive interaction between different subjects,the balance of coordinate grid management and community autonomy,and develop the community residents' committees community affairs according to law,maintain the positive role of residents' social benefit,stable order at the grass-roots level.
