应对极端天气的空铁联运替代运输模型

摘要 为减少突发极端天气迫使机场关闭对航空公司与乘客带来的延误与损失,考虑以空铁联运替代事发机场离港航班,研究乘客分配的网络流优化。将高铁、航空两种运输方式的运行规范作为约束建立高铁车站-机场时刻表协同优化强化运输效率,建立乘客分配的双目标规划模型。采用ε-约束法改进Dijkstra算法求解算例,试验结果表明采用联运运输不仅能完成离港航班运输,减少旅客延误时间,在面对6小时及以上的延误情形中为参与航空公司减少损失,且对涉及路网、机场或航段的正常运行影响不造成影响。 In order to reduce the delay and loss of airlines and passengers caused by the closure of airports due to sudden extreme weather, air-highspeed rail intermodal transportation is considered to replace the departure flights from the airport where the accident occurred, and the optimization of network flow of passenger allocation is studied.This paper takes the operation specifications and characteristics of high-speed rail and air transportation, and does not damage the efficiency of railway and other airports as constraints to establish the cooperative optimization of high-speed railway station-airport schedule to enhance the transport efficiency, and then builds a dual objective mixed integer programming model of passenger allocation on this basis.Using ε-constraint method improved Dijkstra algorithm to solve the calculation example, the test results show that the alternative transport can not only complete the departure flight transport, reduce the delay time of passengers, but also reduce the loss of participating airlines in the case of delay of six hours or more, without affecting the normal operation of the railway network, other airports or flight segments.
