广东省促进创新型企业发展的思路和对策

Ideas and Countermeasures for Promoting the Development of Innovative Enterprises in Guangdong Province

广东省为推动企业科技创新出台了大量政策法规,在促进创新型企业发展中取得了显著成绩,然而,在政策制定和实施,为创新型企业提供资源、税负优惠、知识产权保护等方面依然存在一些不足之处,距离企业诉求还有一些差距。结合广东省情,从改进政策设计、降低企业税负、完善金融支持政策、完善企业需求导向政策、引导企业加大投入、优化人才政策、强化政策宣传和运用能力培训等多方面提出了促进创新型企业发展的思路和对策。

Guangdong province has issued a large number of policies and regulations to promote the scientific and technological innovation of enterprises, and has made remarkable achievements in promoting the development of innovative enterprises. However, in terms of policy formulation and implementation, and the resource supply, tax incentivesa and property rights protection for innovative enterprises, etc., there are still some deficiencies in the current policies and practices and some gaps from the demands of enterprises. Combined with the conditions of Guangdong, this paper puts forward ideas and countermeasures to promote the development of innovative enterprises from aspects of improving policy design, reducing corporate tax burden, improving financial support policies, improving the demand-oriented policies of enterprises, guiding enterprises to increase R&D investment, optimizing talent policies, strengthening policy publicity and application ability training.
