新时期我国粮食安全的风险及化解对策

Study on the Evolution Path and Solution Strategy of China's Food Security Risk in the New Period

在当前国内外环境发生重大变化的背景下,我国粮食安全风险从外生性和内生性两条演化进路来看都存在持续加重的现象。基于此,应顺应时代要求重塑粮食安全理念,促使重视数量安全的传统理念转向更为注重数量和质量协调统一、全产业链治理、增产和增收目标和谐兼容、全球供应思维的大粮食安全观以及生态保育和农业效率共进的可持续发展安全观。基于此,文章从经营方式创新、深化供给侧改革、发展多功能农业、科技创新引领支撑、全球粮食治理等层面提出了相应的对策建议,以确保我国粮食产能稳定和全面有效化解安全风险。

Under the background of great changes in the current domestic and international environment,China's grain security risk has continued to increase from the two evolutionary approaches of exogenous and endogenous.Based on this,we should promote the traditional concept of focusing on quantity security to pay more attention to the quality concept,the whole industrial chain governance,the concept of big grain security and the sustainable development security concept.In order to ensure the stability of China's grain production capacity and resolve the security risks,we should deepen the supply side reform,develop multi-functional agriculture,support technological innovation and put forward corresponding countermeasures on global grain governance.
