区域瞄准性扶贫政策的民生效应

Effect of Regional Targeted Poverty Alleviation Policy on People’s Livelihood

区域瞄准性扶贫政策瞄准县级单位,是我国精准扶贫战略解决区域性贫困的重要政策,在改善贫困地区经济绩效的同时,是否提升了民生发展水平,有待于实证检验。基于河南省2007—2019年县级面板数据,采用倾向匹配得分-双重差分法(PSM-DID),研究了区域瞄准性扶贫政策的民生效应。研究发现:扶贫开发重点县通过提高贫困县的经济发展水平和当地农民收入水平,改善了被瞄准区域的民生发展状况且政策效应具有持续性。文章从民生发展视角检验了国家扶贫开发重点县的政策效应,为不断完善扶贫战略的政策内容提供了证据支持和经验借鉴。

The regional targeted poverty alleviation policy targeting counties is an important policy for China’s targeted poverty alleviation strategy to solve regional poverty. Whether it improves the development level of people’s livelihood while improving the economic performance of poor areas needs empirical research. Based on the county-level panel data of Henan Province from 2007 to2019, taking the establishment of Henan national key poverty alleviation and development counties in 2012 as a quasi natural experiment, this paper studies the livelihood effect of regional targeted poverty alleviation policies by using the propensity matching score double difference method(psm-did). The study has found that the key counties of poverty alleviation have improved the people’s livelihood of the targeted areas by improving the economic development and the income level of local farmers, and the policy effect is sustainable. The research of this paper has some enlightenment for the policy transformation of poverty governance after 2020.
