体育公共服务缓解相对贫困的时代价值、落实瓶颈与现代治理

The Epochal Significance of Public Sports Services in Alleviating Relative Poverty,and the Obstacles to Its Implementation and Strategies for Advancement

2020年后,中国已步入“后扶贫时代”。随着绝对贫困的消除,缓解相对贫困将成为“十四五”时期中国社会治理的新难点,体育将有何作为?运用文献资料分析、逻辑分析等方法,论证国家体育公共服务缓解相对贫困的时代价值与实践路径。结果表明,体育公共服务有助于提高小康社会成色、巩固脱贫攻坚成果、全面推进乡村振兴,但在落实过程中受制于相关法律法规不健全、扶贫资源部门化、体育社会力量引入存在制度壁垒和基层财力不足等障碍。解决这些难点,需要完善和健全体育公共服务与相对贫困治理的法律法规,建立体育跨部门统筹机制,优化引入体育社会力量的制度环境,完善基层体育治理的财政体制,最终提升体育公共服务缓解相对贫困的现代治理能力。

After 2020,China has entered the“post-poverty era”.With the elimination of absolute poverty,alleviating relative poverty has become a new difficulty in China’s social governance during the the period of the 14th Five-year Plan.What would sports impact the process?The author uses literature analysis,logical analysis and other methods to demonstrate the epochal significance and practice path of national sports public services in alleviating relative poverty.It is found that sports public services can help maintain the remarkable achievement in building a moderately prosperous society,consolidating the achievements of targeted poverty alleviation,boosting the overall revitalization of villages.However,there are some existing problems in the implementation process,such as unsound laws and regulations,the poverty alleviation resources sectorization,the institutional barriers against the introduction of sports social forces,and the insufficient financial resources of township.To solve these problems,it is necessary to complete the laws and regulations on sports public services and relative poverty management,establish a cross-sector sports coordination mechanism,optimize the institutional environment for introducing sports social forces,adjust the financial system of grassroots sports governance,and ultimately improve the modern governance of sports public services to alleviate relative poverty ability.
