我国妇女体育社会组织的培育与扶植研究

Research on the Cultivation and Support of Women’s Sports Social Organization in China

通过梳理我国社会组织、妇女体育相关政策内容等,审视当前我国妇女体育相关的社会组织发展现实状况,调研发达国家妇女体育社会组织的主要目标、组织架构及运行机制、资金来源、行动计划、志愿者团队建设、科学研究以及取得的成效等,结合我国社会组织建设与管理的最新机制,对我国全国性妇女体育社会组织建设的必要性与可行性、政策与策略、组织结构体系构成以及运行模式和实现路径等进行系统研究。研究认为:(1)我国妇女体育社会组织的建设和发展处于起步阶段,存在承担社会服务的能力较弱、内部机构建设不完善和人员分工不明确等问题;(2)我国妇女体育社会组织建设的主要目标是营造促进妇女积极参与体育的和谐体育文化氛围,为妇女提供平等参与体育的机会以及提高妇女体育参与率与获得感等;(3)应制定全国性和地方性妇女体育社会组织建设的外部扶持政策,探索自下而上和自上而下建设我国妇女体育社会组织体系的两条路径;(4)应从组织内部机构设置、人力资源、财务运营、宣传联络、项目规划和科学研究等方面入手,构建完备的妇女体育社会组织内部机构体系和运行机制。

By reviewing the policy contents of the de-administration of associations and women’s sports in China,this paper examines the current situation of the development of women’s sport s social organizations in China,and investigates the main goals,organizational structure and operational mechanism,sources of funds,action plans,volunteer team building,scientific research,and achievements of women’s sports social organizations in developed countries.The results show that:(1)The construction and development of women’s sports social organizations in China is just in its infancy.Their ability to undertake social services is weak,and the internal institutions are insufficient,and the division of labor is not clear;(2)the main goal of the construction of women’s sports social organizations in China is to build a harmonious sports culture atmosphere to promote women’s active participation in sports,to provide women with equal opportunities to participate in sports,and to improve women’s sports participation rate and sense of gain;(3)it is necessary to formulate the external support policies for the construction of national and local women’s sports social organizations,explore the two path choices of building China’s women’s sports social organization system from bottom to top and from top to bottom;(4)it is necessary to build a complete internal construction of women’s sports social organizations in China from the aspects of internal organization setting,human resources,financial operation,publicity and liaison,project planning and scientific research.
