我国公共图书馆治理现代化的推进路径

On the Promotion Paths of Public Library Governance Modernization in China

全面实现国家治理体系和治理能力现代化是国家确立的重大目标,公共图书馆治理现代化成为时代命题。在国家治理格局中,公共图书馆治理现代化有赖于政府、社会力量和公共图书馆的平等协商、多元合作。其中,政府以制度构建基本秩序,实施公平的政策,通过满足公共物品和服务需求履行主导者的责任;社会力量通过政府购买、合作建设、捐赠、志愿服务等形式实行共建,通过参与重大政策的制定、加入理事会等途径实行共治,并以参与绩效评估和满意度评价、日常监督、舆论监督等方式实行监督;公共图书馆重在健全法人治理结构、完善信息公开和反馈机制、创新组织体系和服务模式。

The comprehensive modernization of both national governance system and national governance capacity is among China’s major goals,and it is necessary to promote public library governance modernization in line with our national conditions. Nowadays,Chinese public library governance modernization mainly depends on the equal and diversified co-operations among the government,social forces and public libraries. The government should construct the basic order of public library governance through effective systems,improves the rules through fair policies,and performs the dominant responsibility by meeting public needs. Social forces should participate in the construction,governance,and supervision of public libraries in many ways. Public libraries should attach more importance to the improvement and innovation of their corporate governance structure,their information disclosure and feedback mechanism,and their organizational system and service models.
