山西省融合调峰辅助服务的电力现货市场建设路径演化探析 被引量:10

摘要 山西结合本地资源禀赋及电力现货市场结算试运行情况,不断地进行电力市场建设探索,初步建立了“中长期市场+长周期机组组合+现货电能量市场(融合调峰市场)+调频辅助服务市场”的市场体系,进一步提升了电力现货市场的资源配置能力。分析了山西省电力现货市场建设进展情况,着重探讨了山西“长周期机组组合+电能量市场(融合调峰市场)”电力现货市场结构设计和特点,并据此提出了山西现行电力市场体系组织流程。最后总结了山西现货市场建设相关政策建议,可为有类似特点和困难的地区提供参考。 Based on the characteristics of local network resources and the trial operation of the power spot market,Shanxi continues to explore the construction of the power market.At present,it has initially established a market system of "medium and long-term market + long-period unit combination + electric spot energy market(integrated Load and Renewables Following market) + frequency modulation ancillary services market ",which further improves the ability to allocate resources in the power spot market.This paper first analyzes the progress of the construction of the power spot market in Shanxi province,and then focuses on the analysis of the structure design and characteristics of the current power spot market of "long-period unit portfolio + power market(integrated peak shaving market)" in Shanxi.Accordingly,the organization process of Shanxi current electricity market system is put forward.Finally,the relevant policy recommendations for the construction of Shanxi spot market are summarized,providing a reference areas with similar characteristics and difficulties.
