自然灾害的发生会对人民群众的生命财产安全造成严重威胁。如何通过先进的技术、有效的组织降低自然灾害中的可能损失,需要重点考量。从实践角度来看,自然灾害下的各项研究均需要有序开展。面对突如其来的自然灾害或应急事件,最为迫切的要求是恢复最低标准的通信链路,用于指挥和协调应急救援队伍,并且保障受灾人员与外部沟通信息。
The occurrence of natural disasters poses a serious threat to the lives and property of the people.How to reduce possible losses in natural disasters through advanced technology and effective organization requires key consideration.From a practical point of view,various studies under natural disasters need to be carried out in an orderly manner.In the face of sudden natural disasters or emergency incidents,the most urgent requirement is to restore the minimum standard communication link for commanding and coordinating emergency rescue teams,and ensuring that the victims communicate with external information.
