摘要
苏州市轨道交通市域S1线具有“淤泥质土层深厚、粉土粉砂层明显、承压水与微承压水连通”三重地质风险叠加的特点,因此,明确工程建设在规划阶段、可行性研究阶段、勘察设计阶段、招投标与合同签订阶段、施工阶段及工后阶段的风险管理意义重大,需要规范统一风险管控中各单位职责、风险辨识方式方法及单元划分、应急处置、信息处理、预警等方面的管理标准,从而科学、有效、规范地组织安全风险管理工作,降低工程风险发生的概率,有效遏制重特大事故发生。
The Suzhou metro S1 line is 41.25 km long and has 28 underground stations.It starts from the West and ends at Suzhou Industrial Park in Huaqiao Station,connecting with Shanghai metro line 11.The line is characterized by a“deep mucky soil layer,obvious silt layer and the connection between confined water and micro-confined water”;so,it is of great significance to sort out the risk management of the project construction in the stages of planning stage,feasibility study,survey and design,bidding,contract signing,construction and post-construction work.It is necessary to standardize and unify the management standards in the areas of responsibilities,methods and methods of risk identification and division of units,emergency disposal,information processing and early warnings,so as to scientifically,effectively and standardize the work of safety risk management,reducing the probability of uncertainty and randomness of engineering risk and effectively controlling the occurrence of major accidents.
