工业集聚对城市群环境效率的空间效应研究

The Spatial Effects of Industrial Agglomeration on Environmental Efficiency in Urban Cluster

基于京津冀、长三角和珠三角城市群面板数据,对三大城市群环境效率水平进行空间自相关检验,采用空间面板杜宾模型实证分析工业集聚对城市群环境效率的影响机制和空间效应。研究结果表明:三大城市群环境效率具有一定的空间集聚性,但集聚模式具有差异;长三角和珠三角城市群工业集聚对城市群本地城市环境效率的提升具有明显的促进作用,对周边城市环境效率的影响不显著,京津冀城市群工业集聚对本地和周边城市环境效率的影响均不显著;经济发展水平、产业结构、城市化水平、人力资本、对外开放和环境规制等影响因素对城市群环境效率的作用机制和影响程度存在较大差异。建议以绿色创新为支撑提升城市群发展质量,加强城市群工业集聚区域的环境规制和监管,发挥优势、补足短板,实现区域整体协调。

Based on the panel data of Beijing-Tianjin-Hebei,Yangtze River Delta and Pearl River Delta urban agglomerations,the spatial autocorrelation test is carried out on the environmental efficiency levels of the three urban agglomerations,and the spatial panel Dubin model is used to empirically analyze the impact mechanism and spatial effect of industrial agglomeration on the environmental efficiency of urban cluster.The results show that the environmental efficiency of the three urban cluster has a certain spatial agglomeration,but the agglomeration mode is different;the industrial agglomeration of the Yangtze River Delta and Pearl River Delta urban cluster has an obvious role in promoting the local urban environmental efficiency of the urban agglomeration,with no significant impact on the surrounding cities,while the industrial agglomeration of the Beijing-Tianjin-Hebei urban cluster has no significant impact on the environmental efficiency of both the local and surrounding cities;there are large differences in the mechanism and degree of influence factors such as economic development level,industrial structure,urbanization level,human capital,opening to the outside world and environmental regulation on the environmental efficiency of urban clusters.It is suggested to enhance the development quality of urban cluster with the support of green innovation,strengthen environmental regulation and supervision of industrial agglomeration areas in urban cluster,give full play to advantages,make up for weaknesses and achieve overall regional coordination.
