“碳中和”背景下我国中小微企业发展问题研究--以江苏省制造业为例

Research on the Development of Small and Medium-sized Enterprises in China under the Background of"Carbon Neutrality": Taking the Manufacturing Industry in Jiangsu Province as an Example

2020年9月22日,中国政府在第七十五届联合国大会上提出:“中国将提高国家自主贡献力度,采取更加有力的政策和措施,二氧化碳排放力争于2030年前达到峰值,努力争取2060年前实现碳中和。”2021年3月5日,2021年国务院政府工作报告中指出,扎实做好碳达峰、碳中和各项工作。文章以江苏省制造业为例,提出中小企业所受“双碳”目标的影响,接受国家政策的调度安排,积极响应国家发展规划,从调查问卷与专家访谈入手考察中小企业在结构转型和绿色融资等方面的相关问题,最终提出相关建议,为江苏省中小企业响应“碳中和”“碳达峰”相关政策提供参考,最后支持我国“双碳”目标的达成。

On September 22,2020,the Chinese government proposed at the seventy-fifth Session of the United Nations General Assembly that"China will increase the intensity of its nationally determined contribution,adopt more effective policies and measures,and strive to reach the peak of carbon dioxide emissions by 2030 and achieve carbon neutrality by 2060."On March 5,2021,the 2021 Government work Report of The State Council pointed out that we will make solid efforts to achieve carbon peak and carbon neutralization.Taking the manufacturing industry in Jiangsu Province as an example,the paper proposes that smes are affected by the"dual carbon"target,accept the scheduling arrangement of national policies,and actively respond to the national development plan.Starting with questionnaires and expert interviews,the paper investigates the problems related to the structural transformation and green financing of smes,and finally puts forward relevant suggestions.It provides reference for smes in Jiangsu province to respond to policies related to"carbon neutrality"and"carbon peak",and finally supports the realization of China's"double carbon"goal.
