政府购买公共体育服务的现实困境与优化路径——基于苏州市的实证研究

The Supply and Demand Dilemma of Government Purchasing Public Sports Services and the Solution——An empirical research based on Suzhou City

文章运用文献研究法等研究方法,归纳分析苏州市政府购买公共体育服务的实践过程,对购买过程中的承接者、购买内容、购买类别以及整体流程等方面进行了理论与实践探索。研究发现,政府培育欠缺,卖方承接能力不足,购买流程不够规范,监督、评估制度供给缺失是当前苏州市政府购买公共体育服务的主要困境。提出加强培育,提升组织承接能力,推动购买流程规范化,健全监督、评估机制等路径,以期推动政府购买公共体育服务的机制与方法不断创新。

By using the methods of literature research and field investigation,this paper analyzes the relevant information of Suzhou municipal government’s purchase of public sports services,and makes theoretical and practical exploration on the acceptor,purchase content,purchase category and overall process of Suzhou government’s purchase of public sports services.It is found that the main difficulties of Suzhou government in purchasing public sports services are the lack of government cultivation,the lack of seller’s ability to undertake,the lack of standardized purchase process,and the lack of supervision and evaluation system supply.In order to promote the mechanism and method innovation of government purchasing public sports services,this paper puts forward some paths,such as strengthening cultivation,improving organizational capacity,promoting the standardization of purchasing process,and improving the supervision and evaluation mechanism.
