从2021年对地方国资委的考核看,完成了70%,剩下的30%就是短板,把短板补齐,是2022年的重要任务。真正落实董事会的“法定职权”,制定实施方案及措施,把董事会“六项职权”落实到位,在优化“外部董事占多数”的董事会组成结构以及规范董事会议事规则的基础上,研究并制定一套“行之有效”的董事会考核体系,真正体现“职责明确、有效监管”的目的。优化监管模式与提升监管实效,继续探索构建以管资本为主的监管新模式,减少对国有企业具体生产经营活动的干预。
According to the assessment of local SASAC commissions in 2021,70 percent of them have been completed,and the remaining 30 percent are areas of weakness.Making up these areas of weakness is an important task for 2022.Truly implement the"statutory functions and powers"of the board of directors,formulate implementation plans and measures,the"six powers"in place.On the basis of the board of directors in the optimization of"majority outside directors"board structure and rules of procedure the board of directors,research and develop an"effective"system of assessment of the board of directors,embody"responsibilities clear and effective regulation".
