城镇化视角下的农村宅基地“三权分置”改革探究

在快速推进我国城镇化的进程中,推动人口转移,促进用地节约,加快市民下乡,优化资源配置,统筹城乡发展是农村宅基地改革的意义所在。而人地捆绑的二元结构,城乡分割的交易体制,不仅导致了大量的宅基地闲置,而且进城农民住宅权力也难以得到有效资金保障。长远规划,建章立制,强化保障体系建设,破解生产要素单向流动的城乡二元结构体系是农村宅基地“三权分置”改革的路径选择。

In the process of rapidly advancing China’s urbanization,the significance of rural homestead reform is to promote population transfer,promote land conservation,accelerate citizens to the countryside,optimize the allocation of resources,and coordinate urban and rural development.However,the dual structure of manland binding and the transaction system of urbanrural division not only lead to a large number of vacant homestads,but also the housing rights of rural residents in cities are difficult to obtain effective fund protection.Longterm planning,establishing rules and regulations,strengthening the construction of security system,and cracking the dual structure of urban and rural areas with oneway flow of production factors are the path choices for the reform of“separation of the three rights”for rural homestead land.
