高校建立校内巡察监督机制探析

Exploration and Research on the Establishment of Patrol and Supervision Mechanism in Colleges and Universities

当前,高校普遍存在党的领导弱化、党的建设缺失、全面从严治党责任落实层层递减等问题,开展高校校内巡察是加强党的政治建设,推动高校全面从严治党纵深发展,实现高校治理现代化的重要举措。目前,许多高校在开展校内巡察工作中存在认识不到位、“政治巡察,巡不深、察不透”,巡察把脉针对性不强,巡察效果有待提高等问题。强化主体责任,探索交叉巡察,破除人情困扰,增强巡察效果、强化成果运用和责任追究是高校校内巡察制度的发展路径。

At present,there are many problems in colleges and universities,such as the weakening of the party’s leadership,the lack of party construction,and the gradual reduction of the implementation of the responsibility of comprehensively and strictly administering the party.Carrying out campus inspection in colleges and universities is an important measure to strengthen the party’s political construction,promote the in-depth development of comprehensively and strictly administering the party in colleges and universities,and realize the modernization of university governance.Currently,many colleges and universities have some problems in carrying out campus patrol work,such as inadequate understanding,“political patrol,patrol being not deep and thorough”,patrol pulse without target,and inadequate patrol effect.Strengthening the main responsibility,exploring the cross inspection,getting rid of the human disturbance,enhancing the inspection effect,strengthening the application of achievements and accountability are the development path of the inspection system in colleges and universities.
