跨县域饮用水源地生态补偿机制的实施应用与探索——以丽水市级饮用水源地为例

Implementation,Application and Exploration of Ecological Compensation Mechanism for Drinking Water Sources Across Counties——Taking Lishui Municipal Drinking Water Wource as an Example

为贯彻落实《丽水市饮用水水源保护条例》第十条关于建立健全“谁受益、谁补偿,谁保护、谁受偿”的饮用水水源保护生态补偿机制的要求,同时也为了进一步加强市级饮用水水源保护,丽水市在总结省内外各地研究实践结果的基础上,制定并施行了《丽水市级饮用水水源地保护生态补偿管理办法(试行)》(以下简称“《管理办法》”),实现了从制度上构建系统的饮用水源地生态补偿机制。本文通过《管理办法》的制定思路与成效对该机制的优缺点展开了分析,并为下一步的完善提出了意见与建议。

In order to implement the requirements of Article 10 of Lishui drinking water source protection regulations on establishing and perfecting the ecological compensation mechanism for drinking water source protection of“who benefits,who compensates,who protects and who is compensated”,but also for the sake of further strengthen the protection of municipal drinking water sources,on the basis of summarizing the research and practice results of various places inside and outside the province,Lishui City formulated and implemented the administrative measures for ecological compensation for drinking water source protection of Lishui City(for Trial Implementation)(hereinafter referred to as the“administrative measures”),to achieve the so as to build a systematic ecological compensation mechanism for drinking water sources.This paper analyzes the advantages and disadvantages of the mechanism through the formulation ideas and results of the management measures,and puts forward opinions and suggestions for the next improvement.
